Las Asambleas Departamentales serán de elección popular, y se compondrán de los Diputados que correspondan a la población de los Departamentos, a razón de uno por cada 25,000 habitantes, y uno más por toda fracción no menor de12,000; pero las de los Departamentos que tengan menos de 375,000 habitantes, se compondrán de quince Diputados.

Parágrafo

Por cada Diputado principal se elegirán dos suplentes.
