Articulo primero. El Ministerio de Educación Nacional y la Superintendencia Nacional de Cooperativas, tomará las medidas necesarias para promover a escala nacional la organización de colegios privados, sin ánimo de lucro, bajo la forma legal de cooperativas especializadas de educación.
