Las Condecoraciones de las Órdenes podrán conferirse en el grado que corresponda al Oficial o Suboficial retirado, cuya actuación cuando estuvo en actividad fue sobresaliente y luego en su retiro, se haya distinguido por su solidaridad con los compañeros y demostrando especial interés por el progreso de las Fuerzas Militares.
