Autorízase igualmente al Gobierno para que conceda al Contratista que obtenga la licitación la facultad de reparar el muelle de hierro que existe en Buenaventura, hace treinta años abandonado, y pueda, por tanto, dicho Contratista, utilizarse de él para los efectos de la obra de qué trata la presente Ley.
