Art 2° La autorización que por esta ley se concede, solo podrá usarse en el caso de que el Departamento del Magdalena establezca oportunamente el pasaje seguro, cómodo y rápido del expresado Río Calancala en el punto conveniente para atender al comercio con el territorio de la goajira, y siempre que los trabajos del camino de que trata el artículo que precede, continúen siendo auxiliados con fondos pertenecientes a dicho departamento.
