Se autoriza al Gobierno nacional para que, por intermedio del Ministerio de Tecnologías de la Información las Comunicaciones, para llevar a cabo la producción y emisión de un documental que recoja los momentos históricos del municipio de Popayán, además de su función actual como capital del departamento del Cauca. Este documental será transmitido por el Canal Institucional y Señal Colombia.
