Para la evaluación y la selección de los candidatos, se tendrá en cuenta su eficiente desempeño laboral, sus condiciones personales y su competencia especial. Los criterios para su ponderación serán determinados, mediante resolución, por el Ministro, el Director de Departamento Administrativo o el jefe del organismo respectivo.
