A partir de la vigencia de este Decreto, toda comisión para estudios en el exterior que deban cumplir los investigadores que tengan la calidad de empleados oficiales vinculados a las entidades descentralizadas que cumplen funciones de investigación científica o tecnológica, se sujetarán a las normas del presente Decreto.
