El ingreso a la carrera se efectuará siempre mediante concurso, para lo cual los aspirantes acreditarán sus méritos y conocimientos a través de exámenes, comprobación de títulos y experiencia, conforme a lo dispuesto en este Decreto y en los reglamentos que en desarrollo del mismo se expidan.
