El Gobierno propenderá por la pronta organización de una Cooperativa Agrícola en la región del Carare, de conformidad con el régimen jurídico a que se halla sometidos la constitución y el funcionamiento de esta clase de Sociedades. La organización de tal institución tendrá como objetivo primordial fomentar las actividades económicas y sociales de los colonizadores situados en el territorio por el cual atraviesa la carretera del mismo nombre, en la parte comprendida entre la ciudad de Vélez y el río Magdalena.
