Agrégase al artículo 19 el siguiente inciso: Cuando por circunstancias especiales no puedan integrarse una o más juntas de las Intendencias y Comisarías, el Gobierno Nacional podrá asignar a la Junta Nacional o a otra junta seccional, el cumplimiento de las funciones que por este artículo se determinan.
