Las sociedades cooperativas podrán iniciarse no solo por los particulares, sino por los Departamentos, Intendencias, Comisarías, Municipio y demás entidades públicas u oficiales siempre que se sometan a las disposiciones de la ley 0134 de 1931, de los decretos No 0874 y 1108 de 1932 y de este decreto; pero no podrán empezar a funcionar sino después de que el poder Ejecutivo las autorice y apruebe los estatutos, los cuales deberán acomodarse al régimen jurídico que en aquella Ley se establece.
