El artículo 1º del Decreto-ley 1301 de 1994 queda así:

Artículo 1. Organización . Organízase el Sistema de Salud de las Fuerzas Militares, de la Policía Nacional y del personal civil del Ministerio de Defensa Nacional y del personal no uniformado de la Policía Nacional, así como el de sus entidades descentralizadas (SMP), cuya Dirección, regulación vigilancia y control estará a cargo del Estado en los términos del presente Decreto.
