Artículo quinto. Conforme lo reza el contrato, "el Municipio se compromete con el Gobierno a facilitarle un local adecuado para el funcionamiento de la citada Inspección y, además, a cubrir los gastos correspondientes a los servicios de luz, agua, teléfono, y a suministrar todos los útiles necesarios para el funcionamiento normal de la oficina y a pagar los viáticos y gastos de transporte correspondientes, cuando el Inspector, mediante autorización del Ministerio de Trabajo, Higiene y Previsión Social deba ausentarse de la ciudad en ejercicio de sus funciones".
