Vótase la suma de cincuenta mil pesos ($50.000.00) para la iniciación de las obras expresadas arriba, y en los Presupuestos venideros se harán las apropiaciones indispensables para el fiel cumplimiento de esta Ley; pero en caso de que no hagan, el Gobierno queda ampliamente facultado para abrir los créditos o hacer los traslados necesarios.
