- VIGILANCIA FISCAL EN LAS CONTRALORIAS DISTRITALES O MUNICIPALES. La vigilancia de la gestión fiscal en las contralorías distritales o municipales se ejercerá por parte de la correspondiente contraloría departamental. La vigilancia se realizará conforme a los principios, técnicas y procedimientos establecidos por la ley (Ley 136 de 1994, art. 162). La vigilancia de la gestión fiscal de la Contraloría General de la República se ejercerá por un auditor elegido para períodos de dos años por el Consejo de Estado, de terna enviada por la Corte Suprema de Justicia. La ley determinará la manera de ejercer dicha vigilancia a nivel departamental, distrital y municipal (Constitución Política, art. 274).
