Artículo tercero. El Departamento nacional de Planeación, previo concepto favorable del Superintendente bancario, podrá autorizar nueva inversión extranjera adicional en bancos comerciales y demás instituciones de seguros, siempre y cuando no se modifique su calidad de nacionales o mixtas conforme a los previsto en el artículo 4º capitulo 1º, Cedrito-ley 1900 de 1973.
