El Departamento del Valle y los Municipios beneficiados con la expedición de la presente Ley, podrán efectuar si lo estiman conveniente y el Gobierno Nacional lo aprueba negociaciones o contratos para la ejecución de las obras a que se refieren los artículos 2° y 5° y la Nación garantizará las obligaciones que se contraigan por este concepto.
