Toda vacante de un cargo de Carrera deberá ser provisto por concurso abierto. Sinembargo, en condiciones iguales, los funcionarios escalafonados tendrán prelación para ser nombrados con relación a los demás participantes y empleados que prestan sus servicios en el Sistema Nacional de Salud, la tendrán con relación a los ajenos al mismo.
