Objeto. El presente capítulo tiene por objeto establecer las condiciones para la prestación de los servicios públicos de acueducto, alcantarillado o aseo dentro del suelo urbano de un municipio o distrito, mediante la definición de esquemas diferenciales en áreas de difícil gestión, zonas de difícil acceso y áreas de prestación, en las cuales por condiciones particulares no puedan alcanzarse los estándares de eficiencia, cobertura y calidad establecidos en la normatividad vigente.
