Los empleados de manejo que en lo sucesivo remitan a la Corte de Cuentas sin estampillas los documentos que según el Decreto numero 894 de 1915, orgánico del impuesto de papel sellado y timbre nacional, deben llevarlas, o que omitan el deber de anular dichas estampillas, pagaran por vía de multa, en el primer caso, un valor doble del de las que dejaron de adherir, y en el segundo el valor de las que dejaron de anular.
