Los requisitos para el otorgamiento de la Citación Presidencial de la Victoria Militar y Policial son: Ser Oficial, Suboficial o Soldado de las Fuerzas Militares; Oficial, Suboficial, miembro del Nivel Ejecutivo o Agente de la Policía Nacional; personal civil del Ministerio de Defensa Nacional – Fuerzas Militares o personal no uniformado de la Policía Nacional, que a la fecha se encuentren activos.
