° Prohíbese a las entidades y funcionarios oficiales y semioficiales ordenar o autorizar fiestas o conmemoraciones que afecten al Tesoro de la Nación, de los Departamentos, del Distrito Especial de Bogotá o de los Municipios, en cuantía superior a $ 500.00, si permiso previo de la Junta que se crea por el artículo 2° de este Decreto.
