Desde la sanción de la presente Ley el Gobierno Nacional procederá á hacer que los Gobernadores, de acuerdo con los Concejos Municipales, levanten el censo general de población, el cual regirá en todos los actos oficiales desde que obtenga la aprobación de las respectivas Asambleas y del Congreso.
