Art. 1.° Deléganse á los Gobernadores de los Departamentos las facultades que se reservó el Poder Ejecutivo por los artículos 15 y 16 del decreto número 441 de 12 de Julio de 1887 ( Diario Oficial número 7,108 ). En consecuencia, ante dichos funcionarios ocurrirán los arrendatarios del impuesto nacional de degüello y los demás cuando se haga el arrendamiento de otros impuestos, á solicitar la creación del empleo de Administrador subalterno de aquellas rentas.
