Articulo 1 º. El articulo 15 del Decreto 1640 de 1996 quedará así: Declaración y pago ante el Fondo-Cuenta. A partir del primero (1º) de marzo de 1997 entrará a regir la obligación de declarar y pagar los impuestos al consumo a órdenes del Fondo-Cuenta. Hasta entonces, los responsables continuarán declarando y pagando dichos impuestos directamente a las Secretarías de Hacienda de los Departamentos o Distrito Capital, según el caso, donde se consuman los productos.
