Artículo segundo . El Fondo Rotatorio funcionará como unidad administrativa del Ministerio de Relaciones Exteriores en los términos del presente Decreto y de las demás disposiciones que al respecto dicte el Gobierno. Las funciones del Fondo se cumplirán con la estructura y planta de personal del Ministerio de Relaciones Exteriores, pero podrá crearse el cargo de Director de la Unidad, cuyas funciones serán señaladas en el decreto respectivo.
