° Para facilitar las compras de elementos que el Ministerio de Guerra haga por conducto de los Consulados, se autoriza a aquél para tener a manera de fondo rotativo hasta la cantidad de $ 50,000 en el de Nueva York y hasta la de $ 15,000 en el de París, cantidades que se tomarán de la respectiva apropiación. Este fondo se renovará cada año.
