Artículo tercero. Todo Pagador remitirá a la entidad o funcionario a quien corresponda estudiar sus cuentas, los certificados de identidad a que se refiere el artículo primero, relativos a los empleados de manejo a quienes hubiere pagado su primer sueldo. Sin este comprobante, la entidad o funcionario que deba estudiar la cuenta respectiva, la glosará y elevará a alcance el monto de los sueldos pagados.
