Las encomiendas que lleguen a una oficina, bien sea por estar dirigidas a la correspondiente localidad o porque de allí hayan de ser, despachadas bajo la responsabilidad de otro, contratista o mensajero, se anotarán en una planilla dirigida al jefe de la oficina destinataria o de tránsito, en la cual se hará constar el hombre del mensajero o conductor y los demás detalles prescritos en la misma fórmula de la planilla. El contenido de ésta se inscribirá en el libro de despacho.
