Traslado de funciones. A partir de la vigencia del presente decreto trasládanse las funciones de los artículos 2 y 7 del Decreto 2569 de 2000, a la Red de Solidaridad Social, en el sentido de que esta entidad es la competente para declarar que un desplazado se encuentra en condición de desplazamiento y para realizar su inscripción en el Registro Único de Población Desplazada, de que trata el artículo 32 de la Ley 387 de 1997.
