º Los Secretarios de las secciones o subsecciones del Consejo de Estado o de los Tribunales Administrativos deberán abrir un libro de contabilidad en donde se registren diariamente las operaciones de ingresos y gastos de cada proceso. Además, el manejo de estos fondos estará bajo el control permanente del Presidente de la sección o subsección.
