El gravamen que como impuesto de consumo se estableció en virtud de las Leyes 126 de 1914 y 69 de 1917, continuara recaudándose, desde la vigencia de la presente, con el carácter de impuesto de aduanas, en lo tocante a los artículos de procedencia extranjera.
