Art. 5. ° Los comprobantes de que hablan los artículos 2.° i 8. de este decreto consistirán en declaraciones juradas de dos testigos idóneos vecinos del lugar en que las mercaderías se hayan dado al consumo. Sobre la idoneidad de los testigos certificará el funcionario judicial que reciba las declaraciones, i sobre el carácter público de éste certificará la primera autoridad política del Municipio.
