Para los fines previstos en este Decreto, el Comando Militar de Tierradentro podrá contratar con personas privadas, naturales y jurídicas, hasta por la suma de doscientos mil pesos ($ 200.000.00) en la forma prevista en el artículo 5° de la Ley 4ª de 1964. En las mismas condiciones podrá contratar hasta por quinientos mil pesos ($ 500.000.00) con entidades de carácter oficial o semioficial. Los contratos que celebre el Comando Militar de Tierradentro, en ejercicio de la autorización de este artículo, requerirán para su validez la aprobación del Ministro de Guerra.
