Crease la Escuela Superior de Administración Pública. El Gobierno reglamentará sus programas, su organización y funcionamiento, y dictara las medidas tendientes a que se establezcan cursos o secciones de administración pública en las Universidades seccionales y en los institutos oficiales de segunda enseñanza, así como para fomentar la creación de cursos o escuelas privadas de la misma índole.
