Sobre las encomiendas postales no se cobrará derecho de factura consular. Los derechos de factura serán, de acuerdo con la Convención relativa al cambio de encomiendas postales firmada en Roma el 26 de Mayo de 1906, de cinco centavos oro por cada encomienda y por razón de factura, sin recargo de ninguna especie por este concepto.
