Artículo primero. Créase la distinción “Honor al Mérito del Crédito Educativo”, para ser conferida, por decreto ejecutivo, a las instituciones nacionales o extranjeras que hayan colaborado durante un mínimo de cinco (5) años al desarrollo de los programas de financiación de la educación superior de colombianos, tanto en el país como en el exterior, o se hayan distinguido por su asistencia y apoyo.
