Artículo quince. Vencido el plazo de dos meses de que trata el artículo trece de este Decreto, en la Secretaría General del Ministerio de Minas y Petróleos se publicará un aviso en el cual se señalará lugar, día y hora para abrir las ofertas recibidas. La apertura de la urna y la de los sobres se hará en acto público, y de ello se dejará una constancia suscrita por las personas que en él hayan intervenido.
