En los municipios en donde no existan proyectos de integración por el alcalde municipal y representantes del sector agropecuario, del sector educativo, del sector rural, de las organizaciones de base de nivel municipal, de la dirección general de integración y desarrollo de la comunidad, y los propietarios de fincas rurales. En aquellos municipios en donde ya exista formas de coordinación local de servicios y programas, no habrá lugar a la creación de los comités a los que se refiere este articulo, pero se harán los ajustes necesarios a efecto de asegurar la representación prevista en el inciso anterior y las finalidades que persigue el presente decreto.
