Lo dispuesto en el artículo 1.o de esta Ley es sin perjuicio de lo establecido en el ordinal f) del artículo 27 del Código Fiscal para los casos de urgencia; pero en tales casos la negociación se limitará a la cantidad de papel sellado, billetes, etc., indispensable para satisfacer las necesidades públicas mientras se contrata la fabricación con arreglo a las disposiciones generales de esta Ley.
