Quedan así mismo autorizados los Alcaldes a que este Decreto se refiere para celebrar contratos y operaciones de crédito general, pudiendo dar en garantía las rentas y bienes municipales, con miras al mejoramiento de la Administración o de los Servicios Públicos, hasta por la cantidad de treinta mil pesos ($ 30.000), con la sola aprobación del Gobernador respectivo y por mayor valor con la aprobación del señor Presidente de la Republica, previo concepto del Consejo de Ministros.
