La licencia de exploración, a pesar de que haya sido debidamente otorgada, que comprenda total o parcialmente áreas cuya exploración y explotación este prohibida, no confiere ningún derecho sobre dicho terreno. Tampoco se originan derechos para el nuevo solicitante, cuando la zona haya sido conferida con anterioridad o cuando sobre la misma se conserven derechos de particulares sobre la propiedad del subsuelo, aun cuando con posterioridad quedare libre por cualquier causa.
