° No están sujetos a este sistema de retención

Los pagos o abonos en cuenta que no excedan de dos mil pesos ($ 2.000) en el mes;

Los pagos o abonos en cuenta que por disposiciones especiales sean exentos en cabeza del beneficiario;

Los pagos o abonos en cuenta que se hagan a personas naturales o jurídicas no obligadas a presentar declaración de renta y patrimonio, o a las corporaciones, asociaciones y fundaciones sin ánimo de lucro;

Los pagos o abonos en cuenta respecto de los cuales se esté haciendo la retención en virtud de disposiciones especiales.
