Art. 15. Desde el primero del próximo Setiembre, cada Oficina telegráfica que tenga á su cargo el servicio de correos, deberá tener un Ayudante que sea Telegrafista de profesion, siempre que dicho empleado sea necesario á juicio del Poder Ejecutivo, para el buen desempeño de ámbos ramos.
