A solicitud de la Junta Directiva de las Empresas Industriales y Comerciales del Estado, el Contralor establecerá controles previos en las dependencias o unidades administrativas de tales organismos. Así mismo establecerá controles previos, permanentes o temporales, cuando en el examen posterior de cuentas o en visitas que practique la Contraloría aparezcan frecuentes o repetidas irregularidades.
