Artículo tercer o : En los planes y programas de coordinación, reglamentación y control, se tendrá en cuenta que el desarrollo urbanístico debe guardar estricta relación con la naturaleza y calidad de recurso turístico nacional y que el turismo, según la ley, es industria fundamental para el desarrollo económico del país y será especialmente protegida por el Estado.
