Participación del Estado. En la exploración y explotación de minerales del fondo y el subsuelo de las aguas internacionales, la participación del Estado se hará ante la Autoridad Internacional de los Fondos Marinos, por medio de convenios de cooperación con otros estados o por contrato de representación con particulares nacionales o extranjeros.
