° Suspéndanse las disposiciones contenidad en el artículo 410 y en los incisos 12 del artículo 412 y 4° del artículo 413 de la Ley 79 de 1931. En lugar de las facturas comerciales de que habla el artículo 410 de la Ley citada, los funcionarios consulares de la República en los puertos de embarque sxigirán para impartir su visto bueno a las facturas conculares que se les presenten, un certificado de origen, por triplicado, de las mercancías amparadas por tales facturas consulares.
