Art. 5°. No se pagará derecho alguno por el registro de las escrituras de fianza o hipoteca que se otorguen para asegurar el manejo de los caudales públicos.

Tampoco causará derecho fiscal el registro de las demandas civiles y de los autos de embargo, ni las escrituras que tengan por objeto asegurar los capitales de los establecimientos de Instrucción pública o de Beneficencia.
